ABOUT

This nonprofit was founded in memory of Mme Moguem Julienne Epse Tengueu and Mr. Tengueu Luc, who dedicated their lives to serving others. Julienne devoted her career to women’s health as a nurse, midwife, and later teacher, helping generations of mothers and healthcare professionals. Luc, a civil engineer, contributed to Cameroon’s growth by building the roads that connected people and communities. Together, they championed education and healthcare, believing these to be the keys to opportunity and dignity. Their legacy now lives on through this foundation.
This Non Profit celebrates the lives and work of Mme Moguem Julienne Epse Tengueu (1940–2020) and Mr. Tengueu Luc (1937–2018), whose dedication to service touched countless lives in Cameroon.Mme Moguem Julienne was born in Bandjoun and pursued her early education in Yaoundé and Ebolowa before studying in Germany in the 1960s. There, she trained as a nurse and midwife and returned to Cameroon in 1967 with her husband. Over her career with the Ministry of Health, she managed hospitals and health centers in Bafoussam, Yaoundé, Bertoua, Maroua, and Douala. She safeguarded women during childbirth, improved maternal health, and mentored young nurses. As Head of Nursing and later a teacher at the Government Nursing Vocational School in Yaoundé, she inspired generations of healthcare professionals until her retirement in 1998.
Mr. Tengueu Luc also hailed from Bandjoun. After attending the Lycée Technique de Douala, he studied at the University of Koblenz in Germany and earned his degree in Civil Engineering. Returning in 1967, he became a senior leader in the Ministry of Public Works, serving as Provincial Head across different regions before being promoted to National Road Inspector (Managing Director rank). He oversaw and contributed to major infrastructure projects, including:
-
The Maroua–Mokolo Road
-
The Maroua–Mora Road
-
The Bertoua–Belabo Road
-
The Yaoundé–Bafoussam Highway
-
The Yaoundé - Douala Highway
-

Through these projects, he connected towns, drove economic development, and improved access to services nationwide. He retired in 1992 with a distinguished record of service. Together, Julienne and Luc were united by their belief in the power of education and healthcare to change lives. They raised not only their four children but also supported the education and well-being of many others. Their values of service, compassion, and community upliftment form the heart of this foundation. Our mission is to carry their legacy forward — by supporting initiatives in education and healthcare that empower individuals, strengthen families, and build healthier, more prosperous communities.
